In the Senate the Duke de Broglie adversely criticised M. Challemel Lacour, Minister for Foreign Affairs on a question regarding the relations between France and Annam, and whether war had been declared between France and that Empire.

M. Challemel Lacour concluded by saying that should it be impossible to establish order at Tonquin among the bands with whom they were fighting and who evidently were in the pay of Annam, the Government would not hesitate to submit to the Legislature the resolutions which would then be necessary.
